This scene is very similar to panel 3d, but the single document and the postures and gestures of the figures show that the pope is handing down his judgement to the petitioners. The colours are also different for the sake of variety. An additional figure on the right (largely concealed by the papal throne) sets off with the pope’s letter (its green circular seal just visible) to England.
